Duties of the department head
Scientific powers:
Hosting external lecturers to deliver lectures on specific topics to students and proposing appropriate rewards in accordance with financial controls.
Implementing the decisions of the University Council and the College Council regarding the department.
Managing the department from the scientific, administrative, educational, cultural, financial, technical and student affairs aspects.
Supervising the conduct of teaching and its methods and the performance of faculty members’ duties.
Preparing scientific, quarterly and annual reports on the department’s activities and submitting them to the Dean of the College.
Preparing student training programs.
Directing university research according to the needs of the country.
Recommending the appointment of the department rapporteur and his deputy in his absence.
Forming the examination committee in the department.
Presenting research to scientific committees for support and promotion purposes.
Distributing students to training sites, distributing supervision over them from among the department’s members, and issuing the necessary administrative orders for that.
Proposing the issuance of administrative orders regarding university full-time and additional lectures according to the actual need in accordance with the university regulations in force after the approval of the College Council.
Supervising the scientific affairs of students at various stages of study.
Experts’ proposal to consider academic promotions for department teachers.
Assigning any of the teaching staff to carry out teaching tasks as needed, regardless of the ceiling specified by higher authorities.
Approval for faculty members to deliver lectures in the study programs of other departments.
Approval of the nomination of faculty members to participate in the technical, administrative and scientific committees.
Directing inquiries to faculty members in the event of their absence or delay in attending lectures and holding them accountable.
Chairing the scientific committee in the department.
Approaching the scientific departments at the university and the corresponding scientific departments in other Iraqi universities and the Technical Institutes Authority regarding scientific and teaching affairs or lecturers and obtaining the necessary approval to benefit from their services, provided that the Deanship of the College is informed of this.
Approaching other governmental departments and institutions for the same purposes mentioned in the above paragraph, provided that the Deanship of the College is informed of this.
Issuing the necessary administrative orders regarding the department’s scientific affairs after obtaining the Deanship’s approval based on its scientific authority.
Discussing the curriculum, its vocabulary, and textbooks, and proposing to replace or modify them, depending on the chronological age of the textbook.
Determine the department’s needs for teachers, technicians, and administrators.
Propose preparation and special conditions for admission to the scientific department, according to capacity.
Recommending the approval of the final results of the department’s students and following up with the students in everything related to their academic progress.
Distributing lessons to faculty members in the scientific department.
 

Administrative powers:
Signing the annual bonus and promotion form in the Direct Head field for all department members and recommending that they be granted bonuses and promotions.
Approving granting teachers the regular vacations they deserve in accordance with the applicable laws and regulations.
Approval to grant employees and workers the regular leaves they are entitled to in accordance with applicable laws and regulations.
Recommending letters of thanks and appreciation to members of the department as well as to those outside it in cases of outstanding performance.
Recommending granting fellowships and academic leaves to members of the department.
Distributing duties to the department’s members according to what the department’s scientific interest inclines and issuing administrative orders accordingly.
Calling the Department Council to meet in extraordinary sessions when necessary.
Recommending issuing dismissal decisions due to absence for those who exceed the permissible percentage of the department’s students in accordance with the applicable instructions.
Issuing warning orders and failing students due to absences or their negligence and violation of regulations and instructions.
Issuing administrative orders regarding the delivery of lectures by associates or external lecturers (in coordination with the Deanship of the College), opening their records or forms, auditing them in accordance with the administrative orders issued in their regard, and following up on the disbursement of their wages by the department secretariat in coordination with the financial department of the college.
 

 

Financial powers:
Recommending financial assistance to needy students with good behavior.
Granting financial rewards to department members and others within the limits of financial allocations and spending on budget items and items to provide for the department’s needs.
Recommending the import of all materials, equipment, or laboratory and applied supplies from outside the country, according to the approved appropriations of the department, and through a committee formed for this purpose.
Purchasing books and periodicals within the country within the allocated allocation.
